The City of Boulder is seeking proposals to procure, design, configure and implement a “by-name list” of every person experiencing homelessness in our community. This will provide a mechanism by which various internal department and external agencies can have current and detailed information on every unhoused person that is stored outside of existing but incomplete records management systems such as the local HMIS system and the Boulder Municipal Court’s records management system. The system should be capable of providing restricted user access to various internal departments and external agencies. This system should have reporting capabilities so that the data can be shared/integrated with Full Court Enterprise (FCE) or other systems, and can easily generate custom reports for grantors, including, but not limited to, federal grantors such as the Office of Justice Programs and the Bureau of Justice Assistance.
