The City of Boulder (“City”), by and through its Community Vitality department, is seeking a consultant (sometimes referred to as “Vendor” or “Bidder”) to develop the Boulder Arts Blueprint for the Arts and Culture Office (“Office”) in the City of Boulder’s Community Vitality Department. The “Blueprint” serves as a tactical document, expanding on pertinent strategic principles in the Boulder Valley Comprehensive Plan (“BVCP”) and providing guidance for departmental work plans and action items. The consultant will work together with the City, drawing from relevant plans and documents, stakeholder input, and expert knowledge in the creative sector, local governance, public engagement, grantmaking, and public art, to produce this Blueprint that will guide the City for several years, beginning in 2026. In this Phase Two of the two-step project, the consultant will a) continue to consult on the update of the BVCP, and b) develop and produce the Blueprint Phase Two document which articulates a long-term vision for the arts and culture in Boulder, defines the community’s priorities, and recommends structures and tools which the City can provide to support the efforts of the community to accomplish this vision.
