2021-211 - Wireless Communications Facilities Supporting Public Safety, CBRS & Wifi

The City of Aspen desires the best wireless services for our community with the least negative impacts. Aesthetics, minimizing the amount of visible wireless infrastructure and minimizing electromagnetic radiation near people are important goals. The City of Aspen seeks information for implementing Neutral Host Small Cell wireless communications facilities as specified below anticipating a build-operate-transfer project delivery.

Requirements for Wireless Communications Facilities:

1. Extensible, high-availability, multi-service, Neutral Host wireless facilities
2. Desired Initial Services:
   1. Private LTE using CBRS PAL and unlicensed spectrum
   2. Public LTE using CBRS PAL and unlicensed spectrum with ability to host multiple wireless service providers services
   3. Quality of Services (QoS)
   4. Public Safety communications with capabilities including, QoS, Precedence & preemption and Push-to-Talk
   5. Public WiFi
3. Private LTE capable of securely supporting services including video surveillance, EV charging analytics, Advanced Metering Infrastructure (AMI), traffic systems, parking systems, digital signage and IoT
4. Ability to host multiple commercial wireless service providers (e.g., AT&T, T-Mobile, Verizon, etc.)
5. Building-mounted wireless facilities initially with ability to support and interoperate with pole-mounted and in-building wireless facilities in the future
6. Small physical size (including equipment and antenna system(s)) interior and exterior to the building
7. Minimum equipment in the environment with as much equipment as possible hosted away from view (e.g., in data center(s))
8. Wireless facility “stealthing”/camouflage to minimize aesthetics impacts
9.  Low power utilization with the ability to measure electromagnetic radiation levels emitted from all wireless infrastructure
10.  Minimization of noise and light emitted from the wireless facility
11.   Ability to support both mobile and fixed wireless broadband service delivery
12.   Ability of solution provider to build and operate the solution with the possibility of transferring wireless communications system operations, administration & maintenance to City of Aspen or a third party
