2025-173 - Public Car Sharing Operator for the City of Aspen Car to Go Program

The City of Aspen currently operates a public car share program called Car to Go. This program is available to registered individual and corporate members for a monthly fee and members pay additional rates per half hour of use and miles driven. Vehicles are reserved via an online platform and are available in reserved parking spaces throughout Aspen. The program goals are to reduce parking and traffic demands in alignment with traffic reduction goals of the City of Aspen Transportation Department.
Currently, the program is operated by City of Aspen staff. The City is seeking to evaluate options for shifting to a turnkey model that outsources car sharing operations to an experienced vendor. As an alternative, vendors may propose a partnership wherein the City maintains some program responsibilities as outlined in section 4.0.
