2018-047 - Irrigation Efficiency Assessments and Retrofits

1.1 Project Description and Background

• The City of Aspen seeks to empower its water utility customers to achieve significant water savings, with a focus on educating those customers about the greatest potential for savings. That includes engaging new participants in an assessment program in 2018, followed by retrofits and irrigation scheduling changes in the same year, as well as engaging assessment program participants from previous years in retrofits and scheduling changes in 2018.
• On its own properties, the City of Aspen seeks to identify and celebrate existing water efficient practices, and identify and prioritize additional irrigation efficiency opportunities in pursuit of impactful water savings and positive public image. 
• The goals listed in this proposal serve as targets. Actual participation rates which will dictate the ultimate scope of work completed through 2018.
• The City of Aspen may choose to offer retrofits devices and installations to community participants through one or both of the following program design options:
  • Devices and installations by contractor funded fully by the City of Aspen
  • Devices and installations by contractor offered to participants at a discounted price as an instant rebate through the contractor. Ex: Participants pay contractor $150 for rain sensor install, contractor bills City of Aspen for other $150 of total device/install cost of $300.  

• Goal 1: 40 residential assessment participants in 2018. 1 multifamily property/Home Owners Association participant in 2018.

• Goal 2: 15 rain sensors installed at 2018 community participant properties. 7 wifi controllers installed at 2018 participant properties. High efficiency irrigation heads installed at 6 properties of 2018 participants.

• Goal 3: 17 rain sensors installed at pre-2018 community participant properties. 5 wifi controllers installed at pre-2018 participant properties. High efficiency irrigation heads installed at 5 properties of pre-2018 participants.

• Goal 4: 15 irrigation audits at City of Aspen parks.
