The Colorado Department of Corrections (CDOC) states herein its belief that only one source, West Publishing Corp. A West Thomson Reuters Business, exists from which to obtain the CLEAR Proflex Subscription & Licenses for database access needed for offender apprehension and investigative purposes. Thomson Reuters has the copyright of this proprietary database and operates the services for CLEAR URL, which include CLEAR Proflex, CLEAR Criminal Justice Arrest Gateway, ENCLR Alert bands, License plate recognition, phone searches, and investigator resources. 

This Notice of Proposed Sole Source has been published to allow any prospective competitors or other interested parties the option to submit comments and/or an objections to our determination that West Publishing Corp A Thomson Reuters Business, is the sole source from which to purchase a subscription to access this type of database and issue user licenses. Any such comments or objections concerning the purchasing from this proposed sole source vendor, may only be submitted through bidnetdirect.com//cdoc
