RFP QAAA 2025000011 - Independent Evaluation of the Colorado Department of Early Childhood (CDEC)

The Early Childhood Leadership Commission (ECLC), located within the CDEC, is seeking a vendor to complete an independent organizational process/implementation evaluation of the CDEC’s performance in executing functions and operating programs and services according to statutory guidelines found in Colorado Revised Statute (C.R.S.) 26.5-1-112(1). The vendor will complete a report with evaluation findings and recommendations to be shared with CDEC, the Governor, the Early Childhood Leadership Commission, Colorado Legislature and other interested parties by November 1, 2025. This organizational evaluation and associated recommendations will be guided by robust stakeholder engagement and deep analysis of local, state and national early childhood systems.
