Summary of Specifications:
The Town of Jamestown suffered significant loss and infrastructure damage during the September 2013 flood including Town Square, a small park in the middle of town. Town Square is the center of activity in Jamestown, serving as both a park for the community and a flood debris catchment area. The reconstruction of the Jamestown Town Square Park is a two phase project. Phase 1 of the Town Square Project is in process and includes the excavation of flood debris to return it to its pre-flood elevation and condition through a FEMA/CDBG-DR grant. Phase 2 of the Town Square project is to construct park features consistent with a Town Square, including a Gazebo/shade structure, seating, power and water service, bike racks, water fountain/bottle filler, split-rail fencing, and a pad for a portable toilet. Phase 2 is funded through a Great Outdoors Colorado (GOCO) grant.
REQUIREMENTS As stated, Phase 1 of the Town Square project is in process and will return the area to its pre-flood elevation and function as an open park area and flood debris catchment area. The scope of work for Phase 1 (FEMA funded project), is to excavate debris that was deposited during the flood, replace the subgrade and topsoil lost to the flooding, grade the ground surface, and provide erosion control (i.e. seeding and soil retention blanket) over the replaced top soil. Phase 1 is scheduled to be complete by July 6, 2016, with Phase 2 to begin immediately afterward.
The scope of Phase 2 (James.032) is to engineer park features in the Town Square for an outdoor gathering and event space. The Town is seeking qualified Engineering firms to engineer elements of the Town Square (described in the Scope of Work Section and shown in Appendix A) on time and on budget. By means of this RFQ, the Town is seeking qualified professional engineering consulting firms to: „X Prepare construction plans and bid documents including design plans, technical specifications and bid schedule with quantities „X Submit all necessary documentation for project permitting „X Perform field engineering and construction inspection to meet the requirements of Boulder County and the Town of Jamestown
The firm¡¦s engineering shall be based on the Phase 1 grading plan. (The Phase 1 construction drawings will be provided to the successful proposer in AutoCAD format.) Project deliverables shall include final construction documents (drawings in AutoCAD or MicroStation format and technical specifications) for bidding. The final engineered plans shall be based on the conceptual design created by the Town Square Park Committee, which was developed through collaboration with Jamestown residents. The Engineer shall be prepared to operate in a collaborative manner with the Project Team, Town Engineer, the Town Square Park Committee and the Town Board in preparing the final Park engineered plans. The successful engineer shall have demonstrated experience in similar work, be able to complete the project on time and on budget, and prepare the design in conformance with relevant Building Codes and Standards.
