Summary of Specifications:
The Housing Authority of the City of Aurora, CO (AHA) is in the process of developing several vacant sites in Aurora, Colorado. Additionally, AHA has 9 properties it owns and manages that are in regular need of capital maintenance. AHA is seeking an experienced Construction Manager / Owner’s Representative to assist the agency in working with architects, engineers, general contractors, subcontractors and other trades in providing management of the procurement process as well as construction oversight for new construction and capital improvements. The AHA owns and manages the following apartment complexes in Aurora which require regular capital repair: • Ivy Hill Townhomes, 36 units, 14208 E. Grand Ave • Residences at First Avenue, 181 units, 101 E. Kenton • Residences at Sixth Avenue, 68 units, 6th & Potomac • Residences at Trolley Park, 38 units, 1445 Dallas • Residences at Willow Park, 68 units, 14005 E. Colorado Blvd • Summersong Townhomes, 50 units, 10024 E. Evans • Villa Verde, 29 units, 1642 Alton Court • Village at Westerly Creek 1 & 2, 120 units, 10827 E. Kentucky Additionally, the Aurora Housing Authority currently has the following tracts of vacant land that it will be looking to develop into appropriate affordable housing within the next 5 years: • 30th & Peoria, approximately 5.5 acres o In April 2015, AHA selected a Design-Build team for the development of approximately 220 units of multi-family housing for this site. The site requires a re-zone for the development to move forward. The project will be commencing in May to meet with the Design-Build team, with plans/specs ready by January 2016. • Ironton & Kentucky, approximately 3.2 acres o This site is currently zoned for an additional 105 multi-family units. AHA will be issuing an RFP in June for the architect/engineer/GCCM for this development. • 16th & Fulton, approx. 1 acre o This site is under review as a possibility for permanent supportive housing for homeless Veterans. • 16th & Dallas, approx 12,300 sq. ft. o No immediate plans
Services sought under this RFP are divided into two components. The first component is to assist AHA as a construction manager for its capital improvement projects, and the second component is to be the Owner’s Representative /Construction Manager for new construction projects. Both have similar functions: A. Preconstruction/pre-renovation services as a member of the development team. This includes: (1) Assisting the owner in identifying the scope of capital repairs needed (for capital items) (2) assisting the owner in the selection of the contractors/ general contractor through a competitive bid process;
(3) assisting the owner in negotiating and executing the contract with the contractors/general contractor; and
(4) assisting the owner and development team on issues related to closing the construction financing/ funding and beginning construction or renovation.
B. Owner’s representative services during construction/renovation. This will include: (1) acting as Owner’s Representative on all matters concerning the progress of construction and oversight of the General Contractor; (2) Making recommendations to the Owner regarding the approved scope of work, in-progress options, resolving schedule and other conflicts, and keeping the project completion on schedule and on budget; (3) Review of any proposed changes to the approved scope of work, construction budget, PCIs, change orders, or project timetable, plus recommendations to the owner on such matters.
(4) Review of all pay applications from the general contractor, performing inspections of work completed, verification of amounts claimed as work completed or material stored, and recommendation to the Owner for progress payments; (5) Managing any construction services that fall outside the General Contractor’s scope of work. Such work is expected to be limited and will be specified at the beginning of construction.
(6) Attendance at all construction meetings, site inspections, and any meetings with City planning officials regarding the work.
The successful applicant will: (1) provide documented evidence of its relevant experience in the construction of similar multifamily affordable housing projects, particularly projects financed utilizing Low Income Housing Tax Credits (LIHTC); (2) provide evidence of sufficient, qualified staffing resources to carry out the proposed work; (3) provide a fixed fee pricing proposal for services included in this RFP (4) have experience working with non-profit or public agency clients. (5) have a complete package of documents as listed below in “Proposal Contents”
All applicant submission packages will be reviewed by an AHA Selection Committee. Selected applicants may be invited to make a presentation to an AHA committee. Any special questions that the review committee wishes to be addressed by the applicant, including questions regarding fees, will be provided in advance to the applicant. Upon selection, a contract for services including basis for fees and work schedule will be negotiated with the applicant. Work will commence immediately after agreements are executed. All supplies and materials necessary to complete the work will be provided by the Contractor. Note that proposers are responsible for taking and/or confirming measurements required to bid/complete the work. Any miscalculations of measurements that result in increased costs of the work will be the responsibility of the contractor.
