Description

The Town of Apple Valley is seeking a qualified consultant to support the Rancherias Plaza Frontage Road Conversion Project—identified as a priority in the Town’s Highway 18 Access Plan. The project aims to remove the Outer Highway 18 North frontage road between Rancherias Road and Bass Hill Road, introduce a raised median, and improve intersection access to enhance circulation and support commercial revitalization.

The selected consultant will provide comprehensive planning, engineering, and grant support services. This includes preparation of preliminary design concepts, traffic and circulation analysis, and coordination with Caltrans and other relevant agencies. The consultant will also be responsible for developing detailed cost estimates, preparing a cost-benefit analysis, and assembling technical documentation required for federal grant applications. Additional tasks include property owner engagement, preparation of exhibits and graphics, and environmental documentation as needed to advance the project toward implementation.

All submittals received shall become the property of the Town of Apple Valley and will not be returned. Respondents shall provide five (5) copies of their submittal by the submittal deadline as well as one electronic copy on a flash drive. Proposals shall be delivered no later than the submittal deadline to:

If the Respondent is in doubt as to the meaning of any part of this RFP or finds discrepancies or omissions, the Respondent shall submit to the Town a written request for information or clarification prior to August 15, 2025 at 1:00 PM. All questions regarding this RFP must be submitted in writing to the attention of Rich Berger, either in hard copy or via email at: rberger@applevalley.org. Respondents are prohibited from contacting members of the Town Council or staff regarding this submittal. Failure to adhere to this provision shall be cause for disqualification from this process.

It is the sole responsibility of the Respondent to ensure that their Proposal is delivered to the exact location specified in this RFP on or before the stated deadline. No exceptions will be made. Proposals received after the designated date and time, regardless of the cause or method of delivery, will not be considered and will be returned unopened.
