Purpose
To assist compliance with regulatory agencies, CEQA/NEPA, and the District's Cultural Resources Policy, the District seeks qualified firms in the field of cultural resources and archaeology to enter into on-call services contracts. The scope of services requested includes record searches, surveys, archeological testing, reporting (including evaluation for eligibility on local/state/national registers), and monitoring during project activities. Occasionally, support for tribal engagement may be needed. A full list of requested services is provided in the RFQP document. The scope includes prehistoric and historic cultural resources; the focus is generally on prehistoric, Native American and Tribal Cultural Resources, but may include historic resources encountered in the course of work. It is not necessary for an applying firm to be able to perform all requested services. Applicants may propose to provide one or more of the listed services. Consultant selection will not consider the number of services offered, only the qualifications of the proposer regarding their selected services.
Budget and Contract Term
Qualified consultants may be recommended to Midpen’s Board of Directors (Board) for authorization to enter into an agreement for up to $200,000 to be spent over 4 years in which task orders may be issued to provide services.

- Monday, 3/24/2025 - RFQP released
- Mon. 3/31/2025 by 5pm - Deadline to receive questions (submit on BidNet or by email to Sophie Christel, schristel@openspace.org)
- Wed. 4/2/2025 - Midpen releases addendum (on BidNet) answering all submitted questions
- Fri. 4/11/2025 by 5pm - Deadline to receive Qualifications and Proposals (email to Sophie Christel, schristel@openspace.org)
- Tues. 4/15/2025 and/or Wed. 4/16/2025 - Presentations by firms and interviews with the selection committee (at Midpen’s discretion)
- Week of 4/21/2025 - The selection committee ranks proposers
- Wed. 5/14/2025 - Board of Directors approves consultant contracts
