Project Description
The project’s purpose is to decommission two (2) abandoned wells in the Monte Bello Open Space Preserve, Santa Clara County, in Cupertino, California. The C-57 licensed contractor shall furnish all materials, equipment, supplies, permits, transportation, labor, and perform all operations and work in accordance with the requirements of the Contract Documents and Santa Clara County and Santa Clara Valley Water District permits and regulations. The work includes: Well destruction design, permitting, mobilization/demobilization, cement grout emplacement, and removal of hardened grout and well casing to 5 feet below grade. The District will coordinate site access with the contractor, including providing gate lock combinations and removal of vegetation around access roads and the well site, and conduct wildlife monitoring as needed.
Project Schedule
Notice of Award of contract is anticipated to occur on August 21, 2025 and the notice to proceed on September 15, 2025. The notice to proceed may occur earlier depending on how quickly the contract is signed and when the contractor provides bonds and insurance certifications, but on-site activities cannot commence until the contractor has submitted and obtained well destruction permits with Santa Clara Valley Water District. On-site construction activities are anticipated to take approximately one week. The project must be completed no later than October 31, 2025.
Project Budget
The project cost has been estimated at $40,000, which includes the cost of General Conditions, permitting, mobilization and demobilization, and well destruction. Because the quantity of grout required to seal each well can vary with subsurface conditions, a $5,000 allowance is available to cover additional time and materials beyond the expected cost based on the known conditions. Unforeseen costs that exceed the project budget plus allowance ($45,000 total) must be submitted to the project manager as a Proposed Change Order with itemized descriptions of the additional costs, including labor.
Site Access
The well sites are accessed via Stevens Canyon Road in Santa Clara Canyon, the nearest cross street is Redwood Gulch Rd. Well Site #1 is located adjacent to the road end of the Stevens Canyon Rd. Well Site #2 is located through a District gate and approximate ¾ of a mile up a winding dirt road. All site access shall be coordinated with the District project manager. The dirt road has uneven surfaces with sharp switchbacks which may limit access to flatbeds and larger equipment or require tracking equipment up from Stevens Canyon Road.
Pre-bid site tour
There is a mandatory pre-bid meeting and site visit. ALL BIDDERS MUST ATTEND. The site visit is scheduled for 10:00 a.m. on August 7, 2025. Mandatory reservation required: RSVP to Lu Spigelman by email at lspigelman@openspace.org by 1:00 p.m. on August 6, 2025 to receive directions to the meeting location and notice of any weather delays or changes.
