The City of Tulare is inviting proposals from qualified and experienced entities to develop the City’s Consolidated Plan for fiscal years 2025 through 2029. This plan will involve a comprehensive assessment of housing, social service, economic, and infrastructure needs within the City, as well as the identification of objectives and related activities for the allocation of U.S. Department of Housing and Urban Development (HUD) grant funding. This includes the Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) funding, in addition to other federal and state grant programs.
The City will select one nonprofit or for-profit entity from the pool of eligible applicants to complete all or part of the Consolidated Plan process. The selected entity will collaborate with City staff on planning, outreach, analysis, and composition tasks to meet federal requirements and ensure that all documentation is properly organized and submitted within the Integrated Disbursement and Information System (IDIS) by May 15, 2025.
