Description

The City of Oceanside (City) is currently in the construction bidding and procurement process for the Downtown Water and Sewer Replacement – Phase 2 construction contract. This project is an infrastructure upgrade to undersized and aging water and sewer pipelines in the downtown area, including pipeline extensions from the recycled water transmission main to serve additional customers. This project will affect many busy streets and include many schedule and work sequencing requirements to accommodate summer tourism traffic near the coast, scheduled special events along portions of the alignments, weekly events in portions of the alignments, and other construction work associated with the downtown area. Plans and specifications for the Downtown Water and Sewer Replacement – Phase 2 project were prepared by Kimley Horn and West Coast Civil. Major items of work required to manage and construct the Downtown Water and Sewer Replacement--Phase 2 include:

Open-cut construction of water, recycled water, sewer force main, and gravity sewer pipelines and manholes in the ROW.
Manhole Rehabilitation
Traffic Control
Bore & Jack crossing under NCTD ROW for recycled water main construction
Highlining of water services and sewer bypassing
Private property water and sewer plumbing work per plumbing code, building code, and building permit requirements
Replacement of surface and landscape improvements
Sewer lift station improvements
AC and concrete paving
Grant funding implementation requirements, such as Build America, Buy America domestic procurement requirements and Davis-Bacon wage requirements
Public Outreach
Labor compliance
Environmental, cultural, archaeological monitoring

Commensurate with the City’s request for bids from Contractors, the City is soliciting proposals from qualified firms to provide public outreach and construction management and inspection services to oversee construction of the Downtown Water And Sewer Replacement – Phase 2 project.

Proposals shall include, at a minimum, the following content:

1. 1. Firm Overview:

The firm overview shall include the Consultant’s name, Corporate and local office address, telephone number, number of employees in local office, and the contact person for the proposal.

1. 1. Experience and Technical Competence:

Specific to the proposed team for this project, provide a list of major pipeline and manhole construction / replacement, as well as Jack & Bore construction under NCTD crossings experience for which your firm has provided construction management and inspection services in the past five years. Indicate the role(s) of each Project team candidate in the Projects listed. Include contact names and telephone numbers along with the references. Include contact names and telephone numbers for each reference owner/agency for a minimum of three (3) projects.

Project Approach:

Provide a discussion of your understanding of what the Project objectives are and how they may be amplified, including a discussion of your firm’s approach and philosophy to providing construction management and inspection services. Identify additional services recommended and included above and beyond those listed in the RFP. Include a discussion of lessons learned from direct experience with major pipeline construction projects in an urban area.

Project Organization and Key Personnel:

The name of the individual being proposed as the construction manager, resident engineer, inspector(s), office assistant, and the team organization, including individual staff assignments, and their relationship to the tasks. Provide a summary of subconsultants and their role(s) on the Project. Consultant shall provide a statement that assigned personnel substitutions will not occur without prior City approval. Provide resumes with applicable experience of staffing candidates for the Project team only. In addition, indicate what each candidate’s current availability is and how their availability conforms to the City’s schedule to complete the Project.

Provide an estimated total budget, with a breakdown of fees and staff hours by task. The budget, rate and fee schedule shall be submitted as a separate project proposal fee document, which will be used as the basis of fee negotiation for the selected consultant and will be valid for the duration of the project. The fee will not be the basis of selection for the successful firm; however, it will be reviewed to ensure that the firm understands the project. The Consultant’s fee breakdown must align with the proposed task narratives. In addition, the Consultant must breakdown the specialty services and identify any subcontracted work. Sub-consultant mark-up is not to exceed 10%.
