Description

The City of Oceanside is requesting proposals to update the 2015 Potable Water Master Plan (WMP) and 2015 Sewer Master Plan (SMP). Details on the water and sewer boundaries and existing facilities are included in the master plans, attached as Appendix A and B.

The consultant selected for each master plan shall work with the CITY and outside agency stakeholders to identify water and sewer deficiencies and necessary improvements through a planning horizon year of 2050. Analysis of the existing water distribution and storage system and sewer collection system shall include hydraulic modeling, regulatory analysis, and condition assessment. The consultant shall utilize existing CITY geographic information systems (GIS) data, Customer Information System (CIS) meter data, Supervisory Control and Data Acquisition (SCADA) data, existing and planned CITY zoning ordinance and land use regulations, and State regulations pertaining to development, housing, and water and sewer systems.

Specific CITY documents the consultant shall obtain and utilize include:

Existing City of Oceanside General Plan
Existing City of Oceanside zoning ordinance updates
Existing City of Oceanside 2021-2029 Housing Element
Available resources from Future CITY general plan update
Available resources from Future CITY South Morro Hills community plan
Existing CITY water and sewer master plans

The consultant shall utilize the above referenced documents and existing facility as-built drawings, water meter data, sewer flow monitoring data, private development hydraulic studies, and other relevant data sources to develop an understanding of the water and sewer system existing and future demands. Existing demands shall utilize SCADA flow data and CIS meter data. Future demands shall be based on zoning type and density for use in water and sewer system capacity evaluations. The consultant shall research, analyze and reasonably address evolving state housing laws and potential for increased zoning density in developed and undeveloped areas in preparation of water and sewer capacity analysis.

The City of Oceanside Planning Department is in the process of adopting a new General Plan Update, Housing Element, and South Morro Hills Community Plan. Careful coordination with planning department will be required to understand the status of each document and potential for revisions prior to formal adoption.

Additional Bidding Instructions

Provide an estimated total budget, with a breakdown of fees and staff hours by task, and by separate master plan. The budget, rate and fee schedule shall be submitted as a separate project proposal fee document, which will be used as the basis of fee negotiation for the selected consultant and will be valid for the duration of the project. The fee will not be the basis of selection for the successful firm; however, it will be reviewed to ensure that the firm understands the project. The Consultant’s fee breakdown must align with the proposed task narratives. In addition, the Consultant must breakdown the specialty design services and identify any subcontracted work. Sub-consultant mark-up is not to exceed 10%.
