The City is seeking a qualified construction management (CM) firm to provide comprehensive construction-management services, which could be delivered in multiple phases and through multiple bid packages. The CM firm will serve as the City’s representative throughout all phases of the project, from Design Phase through project closeout, ensuring successful delivery in terms of cost, schedule, and quality. The CM firm’s primary responsibility will be to assist and advise on all aspects of the project to ensure clear delineation of scope across all bid packages, eliminating gaps and avoiding overlapping responsibilities among trades and contractors. The CM firm will assist and advise the City and the architect during the Design and Construction phases of the project. Design Phase services shall include, but not be limited to, assisting the City with advisory services to incorporate the best-suited delivery method for this project into current procurement process and the bidding process to procure one or more general contractor(s).
The CM firm will also assist with LEED commissioning, review of existing conditions, review of the design submittals to ensure project constructability, preparation of construction cost estimates, and reconciliation of the construction cost estimate with the architect’s cost consultant and with the project budget. The CM firm shall also perform value engineering for the project in general and specifically with
regard to life-cycle cost analysis and of development of bid alternates. The CM firm shall inform and advise the City and architect during the design process leading to construction. LEED commissioning services shall include, but not be limited to, complete commissioning and coordination to acquire Gold-level certification according to the USGBC, including, but not limited to, guarantee that all heating, ventilation, and air conditioning (HVAC), water, lighting, and solar systems are designed, installed, and operating as indicated by the design. Construction Phase services shall include, but not be limited to, project scheduling; administration, coordination, inspection and integration of project components; technical review and recommendation; value engineering; construction management; and managing day-to-day work of the construction contract and Community Work Force Agreement as the City representative.
