PH- RFQ 260027 - VDOT & VDOPT Platform

Intent:
The Maricopa County Department of Public Health (MCDPH) is seeking a smartphone and tablet-based platform to be used for video directly observed therapy (VDOT), video directly observed preventive therapy (VDOPT), electronic directly observed therapy (EDOT), and electronic preventative directly observed therapy (EDOPT). The treatment for active TB disease is lengthy and requires at least six months of antibiotic treatment. Antibiotic resistance and other factors may extend the treatment duration up to 24 months. The treatment for latent TB infection requires three to nine months of antibiotic treatment. The standard of care for all active TB cases and high-risk patients with latent TB infection is to perform directly observed therapy (DOT) and directly observed preventive therapy (DOPT), respectively. DOT and DOPT require a healthcare worker to travel to a patient's home and observe the patient taking the medication.

The MCDPH's TB Program began using VDOT and VDOPT in 2013 on certain patients who met an established eligibility criterion. The process involves both reviewing pre-recorded videos and interacting with the patient using live video streaming and observing the patient take the medication. Currently, MCDPH averages approximately 20-25 people who receive EDOT and/or EDOPT daily and approximately 50-60 people who receive VDOT and/or VDOPT daily. The TB Program is seeking a smartphone and tablet-based platform that would allow patients to make a video recording of themselves taking the medication, providing them with more autonomy, flexibility, and privacy.
 

1. 1. TERM:All awards resulting from award of this request for quotes are for two (2) years unless otherwise stated.
2. 2. OPTION TO EXTEND:Subject to availability of funds and acceptable Contractor performance, the Contractor hereby acknowledges and agrees that the County shall have the right to extend this Contract for additional periods, not to exceed a total term of three (3) years from the original effective date, except that cost will be subject to renegotiation.  Any extension of Contract period must be mutually acceptable to the County and the Contractor and signed by both parties in writing.
