PH RFP 260061 - Ryan White Program Consulting Services

Respondents shall submit their proposals electronically via the Bidnet Direct system in accordance with Section 6.5 of the RFP. Proposals shall be all-inclusive and reflect the Respondent’s best and most complete offer.

1. 1. 1. Letter of Introduction – This section shall contain a short introduction of the Respondent.
2. 1. 2. Project Narrative – This section shall address the topics below in the order presented and be clearly labeled. The purpose of this section is to demonstrate your organization’s qualifications, understanding of the scope of work, and capacity to provide consulting services for Maricopa County.
         1. Organizational Background and Qualifications
            1. Provide a brief history of your organization, including mission, years in operation, and core consulting or professional service areas.
            2. Describe your organizational structure (departments, key leadership, and roles related to this proposal).
            3. Highlight your firm’s expertise relevant to this RFP (e.g., IT systems, program management, compliance consulting, evaluation, etc.).
            4. Identify any certifications, licenses, or professional accreditations that demonstrate your capacity to provide consulting services to government entities.
         2. Experience with Government or Public-Sector Contracts
            1. Describe your organization’s previous experience working with federal, state, county, or municipal government contracts.
            2. Include examples of projects of similar size or complexity, emphasizing deliverables, measurable outcomes, and collaboration with public agencies.
            3. Discuss your familiarity with procurement processes, confidentiality obligations, and compliance requirements commonly associated with government contracting.
         3. Experience with Ryan White or Other Federally Funded Programs
            1. If applicable, describe your experience with the Ryan White HIV/AIDS Program (RWHAP), including the role your organization played (e.g., grantee, subrecipient, technical assistance provider, evaluator, etc.).
            2. Highlight your understanding of Ryan White's administrative, fiscal, and data management requirements.
            3. If no direct Ryan White experience, describe related work in public health, health systems consulting, or federally funded human services programs.
         4. Project Approach and Understanding of Scope
            1. Explain your understanding of the purpose and goals of this RFP.
            2. Describe your approach to providing consulting services, including planning, communication, collaboration, and quality assurance.
         5. Project Management and Staffing
            1. Provide an overview of the proposed project team, including names, titles, and relevant experience of key personnel.
            2. Describe how the team will manage timelines, deliverables, and communication with County staff.
            3. Identify a primary point of contact and backup contact.
            4. Summarize your organization’s approach to ensuring quality control and timely performance on consulting engagements.
      3. Price/Fees – This section shall describe your requested hourly rate for each staff position anticipated during the life of the contract. All rates proposed shall be inclusive of all costs required to perform the service. Also include any other types of costs that may be needed such as room rental fees, travel expenses, etc. Use your best estimate along with the understanding that all costs must be pre-approved by MCDPH program staff prior to incurring any expenses. Include a statement of assurance that you fully intend to adhere to the Annual Appropriation Act as described in Section 2.4.8.1.
