The purpose of this Request for Proposal (RFP) is to strengthen the data and technology infrastructure that supports HIV care and services in the Phoenix Eligible Metropolitan Area (EMA), which includes Maricopa and Pinal Counties. Through this RFP, Maricopa County seeks qualified contractors to provide IT consulting services that enhance system performance, security, reporting, and data integration for the Maricopa County Ryan White Program (MCRWP) and related initiatives.
Services under this contract may include CAREWare system support, system integration and enhancements, reporting for federal and local requirements, technical assistance and training for MCRWP staff and subrecipients, and participation in collaborative projects that advance cross-program data initiatives. The intent is to identify contractors who can partner with the County to maintain reliable and secure systems, build user capacity, ensure compliance with federal requirements, and support progress toward ending the HIV epidemic in Maricopa and Pinal Counties.
Funding may be provided by the Ryan White Part A Program and/or the Ending the HIV Epidemic (EHE) Grants. Contractors are not required to apply separately for these sources. All funding must be used in accordance with current and future Health Resources and Services Administration (HRSA) policies as issued by the Division of Metropolitan HIV/AIDS Programs, HIV/AIDS Bureau (HAB). Funding levels are contingent upon receipt of the federal Notices of Award to Maricopa County and are subject to administrative and quality management caps.
Potential Respondents may include nonprofit organizations, community-based organizations, academic institutions, or individual consulting professionals. Submitted proposals should clearly describe the Respondent’s relevant experience and expertise in relation to the Ryan White Part A Program. It is our intent for the awarded Contractor to possess the following:
- At least three (3) years’ experience providing IT consulting services to a Ryan White Part A-funded Eligible Metropolitan Area (EMA) program.
- A demonstrated knowledge and understanding of the Health Resources and Services Administration (HRSA), HIV/AIDS Bureau (HAB) guidelines, requirements, and legislative mandates that govern the Ryan White Program.
