Description

The purpose of this Request for Proposal (RFP) is to strengthen the data and technology infrastructure that supports HIV care and services in the Phoenix Eligible Metropolitan Area (EMA), which includes Maricopa and Pinal Counties. Through this RFP, Maricopa County seeks qualified contractors to provide IT consulting services that enhance system performance, security, reporting, and data integration for the Maricopa County Ryan White Program (MCRWP) and related initiatives.

Services under this contract may include CAREWare system support, system integration and enhancements, reporting for federal and local requirements, technical assistance and training for MCRWP staff and subrecipients, and participation in collaborative projects that advance cross-program data initiatives. The intent is to identify contractors who can partner with the County to maintain reliable and secure systems, build user capacity, ensure compliance with federal requirements, and support progress toward ending the HIV epidemic in Maricopa and Pinal Counties.

Funding may be provided by the Ryan White Part A Program and/or the Ending the HIV Epidemic (EHE) Grants. Contractors are not required to apply separately for these sources. All funding must be used in accordance with current and future Health Resources and Services Administration (HRSA) policies as issued by the Division of Metropolitan HIV/AIDS Programs, HIV/AIDS Bureau (HAB). These policies can be reviewed at: https://ryanwhite.hrsa.gov/about/recipient-resources. Funding levels are contingent upon receipt of the federal Notices of Award to Maricopa County and are subject to administrative and quality management caps.

Potential Respondents may include nonprofit organizations, community-based organizations, academic institutions, or individual consulting professionals. Submitted proposals should clearly describe the Respondent’s relevant experience and expertise in relation to the Ryan White Part A Program. It is our intent for the awarded Contractor to possess the following:

At least three (3) years’ experience providing IT consulting services to a Ryan White Part A-funded Eligible Metropolitan Area (EMA) program.
A demonstrated knowledge and understanding of the Health Resources and Services Administration (HRSA), HIV/AIDS Bureau (HAB) guidelines, requirements, and legislative mandates that govern the Ryan White Program.

1. FORMAT AND CONTENT:

To aid in the evaluation, it is desired that all proposals follow the same general format. The proposal must be submitted electronically and have sections clearly labeled. Responses are limited to 80 pages, 11-point font type. Required Attachments, staff resumes, and copies of licenses/credentials do not count towards the 80-page limit. Please upload entire response in one (1) complete file, either as a PDF or Word document. Respondents should review the Evaluation Criteria in Section 6.7 and ensure the submitted response is reflective of the factors being used.

Proposals shall be all-inclusive and reflect the Respondent’s best and most complete offer.

1. 1. Letter of Introduction – This section shall contain a short introduction of the Respondent.
1. 1. Project Narrative – This section shall address the topics below in the order presented and be clearly labeled. The purpose of this section is to demonstrate your organization’s qualifications, understanding of the scope of work, and capacity to provide consulting services for Maricopa County.

      1. Provide a brief history of your organization, including mission, years in operation, and core consulting or professional service areas.
      2. Describe your organizational structure (departments, key leadership, and roles related to this proposal).
      3. Highlight your firm’s expertise relevant to this RFP (e.g., IT systems, program management, compliance consulting, evaluation, etc.).
      4. Identify any certifications, licenses, or professional accreditations that demonstrate your capacity to provide consulting services to government entities.

      1. Describe your organization’s previous experience working with federal, state, county, or municipal government contracts.
      2. Include examples of projects of similar size or complexity, emphasizing deliverables, measurable outcomes, and collaboration with public agencies.
      3. Discuss your familiarity with procurement processes, confidentiality obligations, and compliance requirements commonly associated with government contracting.

      3. If no direct Ryan White experience, describe related work in public health, health systems consulting, or federally funded human services programs.

1. 1. Price/Fees – This section shall describe your requested hourly rate for each staff position anticipated during the life of the contract. All rates proposed shall be inclusive of all costs required to perform the service. Also include any other types of costs that may be needed such as room rental fees, travel expenses, etc. Use your best estimate along with the understanding that all costs must be pre-approved by MCDPH program staff prior to incurring any expenses. Include a statement of assurance that you fully intend to adhere to the Annual Appropriation Act as described in Section 2.4.8.1.
