Proposals are being requested from qualified engineering consultants to provide a full Wastewater Treatment Plant (WWTP or “facility”) Facilities Master Plan with operations and treatment methods and capacities, biological nutrient removal, Supervisory Control and Data Acquisition with data visualization (SCADA), facility layout/infill/property spacing/capacity and location, regulatory and permitting preparation and planning, budget/costs/rate financing, priority phasing/sequencing, alternative options for biogas and other renewable potentials, available grant opportunities, and recommendations, all to serve as a road map for City Officials to properly and responsibly plan improvements to all related facility services that this critical infrastructure provides to the surrounding community; to provide engineering design and construction administration services, to be integral in providing participation and assistance in hiring Construction Manager At Risk (CMAR) services for development, permitting, scheduling, budget development, and bidding services with management of the methods, phasing and sequencing of all construction phases; and participate in the delivery for construction
