THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are small businesses, HUBZone small businesses, woman owned small business concerns, 8(a) small businesses, or service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs. Interested businesses must submit the following by e-mail to CFLAcquisitions@dot.gov (Attn: Laura Slauter) for receipt by close of business (2 p.m. local Denver time) on July 24, 2025:
(1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor;
(2) A list of all confirmed socioeconomic categories (i.e., 8(a), small disadvantaged business, HUBZone small business, service-disabled veteran-owned small business, EDWOSB, or WOSB status) that apply to your business;
(3) A letter from a bonding agent stating your firm’s capability to bond for a single project of $20 million, and your firm’s aggregate bonding capacity; and
(4) Provide a list of road construction projects of equal or greater value and scope to the WY FLAP SHE 26(2), Red Grade Road project in which you performed (as the prime contractor) work in mountainous terrain (7,000 feet in elevation or higher). Experience in construction phasing, temporary traffic control, and timely completion of construction is required. State whether your firm was the prime contractor or subcontractor on the project. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK.

WY FLAP SHE 26(2), Red Grade Road project
The purpose of this project is to improve access to the Bighorn National Forest and Bureau of Land Management (BLM) lands through roadway rehabilitation, widening, and minor roadway realignment of Red Grade Road (County Road 26/USFS Route FSR 26). Red Grade Road provides a travel corridor from Wyoming State Highway 335 to Highway US 14. The project will address the substandard roadway typical section, geometrics, and safety issues.
SCOPE OF THE WORK: This total project length is approximately 2.6 miles. The plans include two (2) schedules and one (1) option:
- Schedule A is approximately 1.8-miles (~MP 10.0 to MP 11.8) and includes the most difficult work of large cuts and retaining walls.
- Schedule B is approximately 2.6-miles (~MP 10.0 to MP 12.6), which includes the limits of schedule A and the remaining 0.8-miles.
- Option X includes the rehabilitation of the Aspen’s Parking Lot.
The proposed roadway will vary from 22-feet wide (two (2) 10-feet lanes with one (1) foot shoulders) to 18-feet total where geometry does not allow widening. The existing roadway width is 18 feet wide. The project will include minor horizontal and vertical realignments to improve sight distance and roadway geometry, as well as drainage improvements to obtain a design standard for the proposed roadway. The project is considered 3R+ and located in mountainous terrain.

It is anticipated this project will be advertised in fall 2025 and be under construction in May 2025. The project has an estimated completion date of November 2027 with a winter shutdown.
The work will be performed at high altitude (approximately 7,000 to 8,000 feet above sea level). Red Grade Road is closed to vehicles generally November through May because of snow. The road remains opened to tracked vehicles during this winter shutdown.
The contractor will be allowed to close the road to public traffic on weekdays from 8 am to 12 pm and from 1 pm to 6 pm during construction.
The estimated price range of the project work is between: $10,000,000 and $20,000,000.
