Specifications include, but are not limited to: a) Data Collection and Forecasts.The consultant will work with City departments to collect all available data and to develop additional data required to fully support a comprehensive Development Impact and Capacity Fee study. This task will provide forecasts reflecting population, housing, employment, nonresidential building area and other relevant data required to fully support a comprehensive Development Impact and Capacity Fee study. b) Fee Calculation and Analysis. To ensure that the requirements for enabling impact and capacity fees are met (including: proportionate share, substantial benefit and rational nexus), this task comprises the following subtasks: a. Determine Demand factors b. Evaluate existing Levels of Service
