Specifications include, but are not limited to: Providing A secure software data management system for Early Intervention and Education (EIEP) contractors to input data for all children birth through age five (5) who have been referred and/or are receiving early intervention and special education services in accordance with the Individuals with Disabilities Education Act (IDEA). IDEA is the federal law under which states provide early intervention and special education and related services to infants, toddlers, and children with disabilities. Part B/619 of IDEA provides for a Free Appropriate Public Education (FAPE) for all eligible children ages three (3) – five (5) with disabilities. Part C of IDEA provides for early intervention services for children with developmental delays from birth up to 3 years. In receiving federal funds under IDEA, Wyoming must comply with specific federal regulations. These regulations include requirements to determine eligibility and provide services to all eligible children within specified timeframes. The software system will contain all records and documents applicable to the referral, evaluation and complete documentation for Individualized Family Service Plans (IFSP) and Individual Education Programs (IEP) for the Behavioral Health Division, EIEP. The system should allow for pulling essential reports that are sent to the Office of Special Education Programs (OSEP) within the U.S. Department of Education as set forth in CFR 34.300 and 34.303.
