The City of Laramie in partnership with Albany County, requests proposals for professional consulting services to develop a Public Transportation 10-year Strategic Plan (the Plan) that identifies, improves, and recommends new public transit services in Laramie, Wyoming, and Albany County. The City of Laramie, Albany County, and their partners are undertaking this effort to improve the experience of the region's transit riders, to develop a system more attractive to potential riders, to identify and expand upon non-motorized public transportation opportunities, identify innovative and state-of-the art technology, including micro transit services, that can improve public transportation services, and to support the effective and efficient operation of a public transit system. This project is funded with Federal Transit Administration 5305(e) State Planning and Research funds and administered by the Wyoming Department of Transportation. The Plan must comply with all federal, state, and local requirements, including those provisions provided in Appendix A to this RFQ. This proposal solicitation process will be completed through the City on behalf of Albany County and their partners; therefore, many references will identify the City as the requester/reviewer.
