Specifications include, but are not limited to: The City of Cheyenne Community Recreation and Events and Planning and Development Departments are seeking proposals from qualified consulting firms to provide services to the City of Cheyenne to update and develop a Parks and Recreation Master Plan for the city’s parks, recreation facilities, trails and their usage. The plan should create a roadmap for ensuring just and fair quantity, proximity and connections to quality parks and green space, recreation facilities and programs throughout the community now and into the future. The Cheyenne community is seeking a system-wide approach in order to develop goals, policies and guidelines and prioritize strategies based on current and future funding scenarios. The Parks and Recreation Master Plan that will be created from this work will be a guiding document for future development and redevelopment of the community’s system of parks and green space, recreation and programs over the next 10 years. 1. Review and define as needed, the mission, vision, values, goals and objectives for Parks, Open Spaces, Recreation facilities, trails, and their usage. 2. Review and revise associated documents for consistency with the updated Parks and Recreation Master Plan. 3. Identify barriers and connections to park facilities and provide Best Practice solutions to overcome, enhance, or embrace barriers and obstacles. 4. Provide short, intermediate, and long-range management and development plans for recreation, park and facility planning. 5. Establish priorities and recommendations for existing and future park and facility development, including types of parks, size of parks, timing of development, and developer-led allocation of park lands. 6. Develop a systematic plan that maximizes the park, recreation, trails, and natural open space opportunities for Cheyenne residents. 7. Identify the parks/property that may be subject to disposal as surplus property as well as properties for potential future acquisition.
