Specifications include, but are not limited to: 1.1 Justification/purpose 1.1.1 Elevated tank will replace existing Round Top Tank (located west of Cheyenne on Water Plant Rd and Roundtop Rd). EPA recommended Round Top Tank be rehabilitated or taken out of service by 2024. 1.1.2 Existing pump station at Buffalo Ride Tank (located north of Storey Blvd and west of Converse Ave) requires rehabilitation and additional redundancy. Elevated tank negates pump station reconstruction costs. 1.1.3 Elevated tank in the proposed location allows further development of north and east Cheyenne. 1.2 Challenges/risks 1.2.1 Preliminary analysis performed in Final Report: City Zone North Transmission Study (City North Study) could be flawed. Proposed tank elevation may not meet expected level of service. 1.2.2 Minimum operating level of King II (chlorination contact time and King I fill) must be considered and initial assumptions verified. 1.2.3 Reduced system storage reduces maintenance downtime for the Sherard Water Treatment Plant. 1.2.4 Public perceptions toward a change in the highly visible location of the elevated tank. 1.2.5 Reconnection of Federal Wellfield to distribution system. Historically, groundwater from the Federal Wellfield relied on Round Top Tank for disinfection and connection to distribution system. Disinfection will not be considered as part of this project. 1.2.6 Unknown soil conditions could impact foundation design. 1.2.7 Land or easement acquisition for pipeline and maintenance. 1.2.8 New tank could cause shielding of existing communication antennas and/or cell tower located on site. 1.2.9 Reasonable accommodations for third party antennas. 1.2.10 Paint overspray. 1.3 Goals 1.3.1 Meet or exceed level of service projected in City North Study for existing and future customers. System limits pressure transients to reduce main breaks. 1.3.2 Distribution system is simple to operate with minimal control required by operators.
