This is a combined synopsis/solicitation for a commercial service in accordance with FAR 12 and FAR 13. This announcement constitutes the only solicitation /notice; proposals are being requested, further written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-04 published 12 May 2025, Defense Federal Acquisition Acquisition Regulation Supplement (DFARS) published 17 January 2025, and Department of the Air Force Federal Acquisition Regulation Supplement (DAFFARS) published 16 October 2024.
This is a 100% Women Owned Small Business Set Aside - Awardee shall be a Women Owned Small Business certified by the Small Business Administration. This requires a SBA-issued certification or proof of certification by an SBA approved Third Party Certifier (TPC). Submit certification with the proposal.

- Does the cleaning of grease traps require Confined Space Entry?
- AF: There are no confined space entry for this contract.
- Are there any drawings/specifications for each of these grease traps?
- AF: No pictures or drawings are available. Maps showing access points will be provided after award.
- Are there any pictures/drawings/specifications for the tanks?
- AF: No pictures or drawings are available. Work to be completed on Tanks are outside of MAFs security fence. Maps showing access points will be provided after award.
- Are there any pictures/drawings/specifications for the lagoons to include access points?
- AF: No pictures or drawings are available. Work to be completed on Lagoons are outside of MAFs security fence. Maps showing access points will be provided after award.
- The CLIN Cost Sheet only includes cleaning of Grease Traps, however in the PWS, page 3 of 26 Item 1.1 Basic Services: “The Contractor shall pump, clean, and inspect identified lagoons, septic tanks and grease traps”. What activities are actually required as part of the Scope of Work?

- “GREASE TRAPS: Provide all management, tools, supplies, parts equipment, and labor necessary to maintain. Pump, empty and clean any grease, solids, and any other debris from trap, using strainers to prevent large debris from entering the trap. Dispose of collected grease, solids, and any other debris collected during cleaning in accordance with Federal EPA, State, and local requirements for collection, transportation, and disposal. See PWS for listing.”
- CLIN Item 0002 states:
- “SEPTIC TANKS: Provide all management, tools, supplies, parts equipment, and labor necessary to maintain. Pump any solids and any other debris from system in accordance with PWS. Dispose of collected solids and any other debris collected during cleaning in accordance with Federal EPA, State, and local requirements for collection, transportation, and disposal. See PWS for listing.”

- PWS: 1.1 Basic Services states:
- The contractor shall pump, clean, and inspect identified lagoons, septic tanks, and grease traps in strict compliance with the specification, applicable drawings, attachments, and the Terms and Conditions of the Contract.
- The Contractor shall pump, clean, and inspect each of the CLIN items.
- PWS page 17 through 26; Section 4: Excavation: Is excavation a part of this contract or is this just an informational section?
- AF response: Item 4.1.8. is required to be provided for any project where a potential to dig or excavation may take place. AF expectations are provided as a guidance.
- “4.1.2.1. Include outlines, dimensional, assembly and subassembly drawings, parts list and other data required to completely describe each item to be used” Does this apply for all equipment (power and hand tools included)?
- AF response: For EAL purposes as stated in item 3.13, specialty tools used/needed to complete work. The section under item 3.13 is provided in Q/A #8 for what is the expectations when utilizing specialty tools.
- Does this work require the use of pneumatic tools only, or can a generator be used?
- AF response: If a generator is going to be used as a tool see section 3.13.
- “…3.13.3. Equipment: Provide all equipment necessary to accomplish the contract work (CDRLs A001, A002, A003, A004, A005, and A006).
3.13.4. Power equipment shall be equipped with safety, noise limiting, and fume control devices. The equipment shall be in a safe and efficient operating condition.
3.13.5. Only experienced operators shall be permitted to operate the equipment.
3.13.6. Wireless power tools are not permitted in certain secured areas. Plug-in power tools will be required.
3.13.7. Equipment list also includes camera. Information about the camera intended to use while at MAF will need to be provided on the current EAL. The following information will need to be listed for the camera.
3.13.7.1. Camera make/model and serial number.”
- If not listed, these items desired to be utilized during this contract will not be allowed on site until their details are listed on the EAL and approved. Keep in mind the EAL requires time to process.
- Is manifesting/profiling of waste already in place? If not, who is responsible for generating?
- AF response: No. The Contractor is to establish removal and disposal of waste.
- Are disposal facilities defined for each location/waste stream?
- AF response: No. The Contractor is to establish the disposal location. Please note, the disposal location must be permitted and a receipt of disposal is to be provided to the Government CO, CEM Inspector/90 CES/CEM Construction Chief.
- Excavation language clarification: Is excavation work part of this scope of work?
- AF response: Item 4.1.8. is required to be provided for any project where a potential to dig or excavation may take place. AF expectations are provided as a guidance.
- Which sites would require access through private land/landowners and need landowner agreements?
- AF response: For this contract, there is no entry foreseen on private land/landowners. However, if the Contractor decided to access through private land/landowner a landowner agreement must be provided and submitted.
