Specifications include, but are not limited to: 1. Review the existing Southern Teton Area Rapid Transit (“START”) and JH Air surveys from past three years for current relevancy. 2. Summarize the existing survey data to illustrate current practice and opportunities. 3. Examine existing use of rental cars and taxis among Airport and destinations in Jackson Hole. Airport and Town of Jackson will also make available relevant existing data. 4. If additional survey efforts are needed, design and administer a survey instrument that will provide pertinent information needed to design and evaluate alternative means for offering public transit services to the Jackson Hole Airport. 5. Tabulate relevant results of surveys and summarize them in report format. Summarize existing survey data to illustrate current practice and opportunities. This could also include interviews with Jackson Hole Airport board members or staff regarding ground transportation efficacy. 6. Develop and evaluate several alternatives for offering public transit service to Jackson Hole Airport thus providing further mobility options, increasing ridership, and eliminating more vehicles from Jackson Hole roadways. Data from the survey must be used in this evaluation. Examine operational efficacy/parameters (speed, travel time, turn movements, dwell times) of several alternatives and select the best location for a Mobility Hub(s) pilot. Provide recommendations regarding top 3 locations for pilot operations. Provide performance measures and data collection plan to assess efficacy and efficiency of pilot. A brief onboard survey should assess, at a minimum, whether riders are commuting to work or travelling, and ask for travelers’ home zip code to assess WY/ID residency or visitor/tourist. 7. Carry out a pilot in July-August 2023 based on the surveys and selected mobility hub(s). Client will provide 3-4 signs for wayfinding and curb delineation; client can set aside 2-4 parking spaces for flexible mobility – e.g., 10-minute loading zone, bicycle parking. Consultant should support identifying the appropriate configuration of these flexible mobility hub zones as appropriate. 8. Preliminary findings should be presented at September 2023 workshop with elected officials to allow for comments/feedback. 9. Provide draft and final reports based on surveys and pilot. Final report should include performance assessment of the pilot and any recommendations for modifying/formalizing the pilot services. Final Report must be submitted by December 30, 2023 for project closeout.
