Specifications include, but are not limited to: A qualified investment advisory firm for portfolio management services. The successful firm will actively manage up to $150 million in cash and investments, which amount may vary depending upon the portfolio assessment and the availability of funds. The Investment Advisor shall: Have a minimum of five years of experience in managing fixed assets for state and local governments. Be employed by a business that has an operating history of not less than five years and has been continuously engaged in the business of selling securities in Wyoming for the preceding two years. Assign an account manager to the City account with a minimum of five years of experience in investment management. Demonstrate familiarity with all applicable Wyoming statutes with regard to qualified investments for public entities. Adhere to the Code of Professional and Ethical Standards as described by AIMR. Be a registered Investment Advisor as defined and regulated by the Securities and Exchange Commission and be registered with the Securities Division of the Wyoming Secretary of State. Be either completely independent of any financial institution or securities brokerage firm or fully and continuously disclose any relationships with such financial institution(s) and/or securities brokerage firm(s), and further disclose any commissions, bonuses, or other payments resulting from the firm’s relationship with the City.
