Specifications include, but are not limited to: The purpose of this request for a Statement of Qualifications is to provide the City of Casper with a listing of up to three qualified professional traffic engineering Consultants to provide traffic study services to assist City staff in evaluating major development proposals. A. The Consultant shall conduct traffic studies in accordance with Title 16 of the Casper Municipal Code as specifically outlined in Section 16.20.080: Preparation of Plat—Supporting Materials. A copy of that portion of the code is attached to this request as Exhibit A. B. The selected Consultant will meet with City staff to discuss the following items prior to conducting the traffic study: 1. Identify the study area including the intersections to be studied. 2. Determine the traffic data required for the study, including its date and source if the use of existing data is proposed. 3. Review the volume scenarios necessary to study the proposed development. 4. Identify meetings with City staff that are necessary. 5. Agree on the schedule for completion of the study. C. As part of any traffic study the City and/or developer shall provide the Consultant with the following material and/or work if requested: 1. Blueprints of Atlas Sheets encompassing the proposed improvements. 2. In digital format, GIS base map coverages requested by the Consultant. The Consultant will be required to enter into a license agreement for use of GIS coverages with the City, at no cost to the Consultant. 3. Most recent aerial photography of the proposal area. 4. Accident data. 5. Land use plan. D. After the scoping meeting outlined above, the Consultant shall prepare a preliminary traffic study, including initial traffic counts with turning movements and projections, for review and comment. If needed the Consultant and City staff will meet to discuss this report and any revisions deemed necessary. E. The Consultant shall address the comments provided by City staff and submit a final study to the City.
