The comprehensive planning process will include, but is not limited to, the following tasks: A. Existing Conditions Analysis Conduct analysis and research necessary to create recommendations and actions based on Laramie’s current and forecasted conditions. Evaluate the effectiveness of existing plans and policies. B. Community Engagement The title Laramie Comprehensive Plan 2045 is a placeholder name and the selected consultant will play a key role in leading the naming process, engaging stakeholders and the community to develop a title and plan that captures the vision, identity, and aspirations of the community while fostering a sense of ownership and excitement among residents. Develop and implement a robust public engagement strategy that ensures inclusive participation across diverse community groups and City boards/commissions. Employ a mix of traditional and innovative methods such as town halls, gamification, intercept events, online tools, and youth-focused activities with a focus on connecting with underrepresented groups. Seek a consultant with proven experience in identifying and forming a steering committee, fostering cohesion, and breaking down silos to ensure collaborative and integrated decision-making. C. Vision Themes and Goals Collaborate with stakeholders to establish a shared, overarching vision that aligns with the community’s values and aspirations.
