Specifications include, but are not limited to: 1. Field Inspection to identify assets, including chemicals and equipment, for the operations of the existing pretreatment plant.; 2. Provide a list of needed chemicals and equipment to return the pretreatment plant to operational condition.; 3. Develop and provide an Operations and Maintenance Manual to compliment or replace the existing pretreatment documentation, or as directed by the Engineer.; 4. Provide a list of vendors for the necessary chemicals to start up the pretreatment plant a. The City will purchase and provide all chemicals to operate and maintain the pretreatment plant; 5. Engineer will provide an estimate of probable operations and maintenance cost at the thirty percent (30%) and ninety percent (90%) design points. Cost estimate line items will substantially match the final contract document bid form.; 6. Engineer will conduct a detailed quality control review of the design documents. This review will focus on constructability and overall quality of the operations and maintenance manuals. Comments will be summarized and presented to the design team.; 7. Provide a thirty (30)-day startup crew on site daily during start up, including but not limited to: a. One (1) Level Three (3) Water Treatment Plant Operator or higher,; b. One (1) SCADA technician with five (5) years’ experience in SCADA programming,; c. One (1) Wyoming Licensed Professional Engineer.; 8. Develop and implement a two (2)-year training program, which includes the following: a. Two (2) one (1)-week trainings for City Staff to operate and maintain the pretreatment plant.; b. Preliminary and final design: Engineer will prepare detailed drawings and specifications using Wyoming Public Works Standards, 2015 version, sufficient to obtain a DEQ Permit to Construct. The City of Rawlins design standards will also apply.; 9. Submittals and Document Finalization. Submit draft manuals and specifications at the schematic, thirty percent (30%) and ninety percent (90%) design stages for City review. Address review comments and produce final documents for project execution.; 10. Develop plans and specifications for pretreatment equipment replacement and upgrade equipment as necessary
