The Casper Area MPO, Staff from the MPO member entities and the selected consultant will develop a final scope of work. Preference will be given to the consultant that can strike a balance between public engagement and technical expertise. At a minimum, the study should include: • An operational and safety analysis of the corridor including: o An analysis of low impact multi modal transportation in the project area o Transit operations in the study area o A review of existing and future land use, density, and form o A review of the intersections of Howard Street, Antelope Drive, Sunset Boulevard, McMurry Boulevard, Prairie Lane, and Westwinds Road. It is up to the consultant to propose the level of detail that may be feasible in relation to the consultant’s available resources. The MPO will provide the consultant with traffic counts conducted by the MPO. o Road safety audit o Crash analysis o Speed analysis o Review of stormwater management and utilities • Landscape & streetscape enhancement designs and recommendations, including: o Intersection improvements o Streetscape lighting design o Stormwater improvements, islands, and medians o Curb and gutter o Gateway Monuments • Develop preliminary cost estimates for recommended enhancements • In accordance with the MPO's Public Participation Plan, Create a robust public involvement plan for the project that will include: o Multiple public engagement opportunities o Ongoing stakeholder communication o Leading a project advisory committee o Online and social media-based communication tools.
