THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are small businesses, HUBZone small businesses, woman owned small business concerns, 8(a) small businesses, or service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs. Interested businesses must submit the following by e-mail to CFLAcquisitions@dot.gov (Attn: Douglas Whitcomb) for receipt by close of business (2 p.m. local Denver time) on July 25, 2025:
(1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor;
(2) A list of all confirmed socioeconomic categories (i.e., 8(a), small disadvantaged business, HUBZone small business, service-disabled veteran-owned small business, EDWOSB, or WOSB status) that apply to your business;
(3) A letter from a bonding agent stating your firm’s capability to bond for a single project of $10 million, and your firm’s aggregate bonding capacity; and
(4) Provide a list of road construction projects of equal or greater value and scope to the CO OMAD 300(70) project in which contractor performed work in reconditioning and re-graveling aggregate surface roadways. Experience in construction phasing, temporary traffic control, and timely completion of construction is required. State whether the firm was the prime contractor or subcontractor on the project.
The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. PROJECT NAME: Minuteman Missile Access Road
PROJECT DESCRIPTION:
CO OMAD 300(70) - The Office of Missile Air Defense Program (OMAD) is a Defense Access Road (DAR) program used by the Department of Defense (DoD) to fund the annual maintenance and improvements on certified gravel roads. FHWA works with the Military Surface Deployment and Distribution Command (SDDC) to support the Air Force Intercontinental Ballistic Missile Program (Minuteman). These Minuteman Missile Access Roads are located in southwestern Wyoming, southeastern Nebraska, and northeastern Colorado.
In cooperation with the F.E. Warren Air Force Base and Central Federal Lands Highway Division, this project includes re-graveling up to 156.582 miles of existing gravel Minuteman Missile Access Roads in various counties within Colorado, Nebraska, and Wyoming. The intent of this project is to provide necessary aggregate road maintenance for select routes utilized by the United States Air Force.
The work includes roadway reconditioning and adding four inches of aggregate surface course. All proposed work is to stay on the existing roadway bench. The proposed typical section consists of reconditioning the existing gravel roadway per Section 303 and adding an additional 4-inches of Aggregate Surface Course with a maximum width of 24-feet. A 4% crown is proposed. The Contractor will need to taper down the proposed aggregate surface, per the typical section, at applicable locations.
SCOPE OF THE WORK:
The contract is to be fixed-price variable scope. The project includes up to 156.582 total miles of variable scope roadway reconditioning and re-graveling of existing aggregate surface roads.

69.2 miles of reconditioning and regraveling of aggregate surface roads within 28 segments in Weld County Colorado.
0.767 miles of reconditioning and regraveling of aggregate surface roads within 2 segments in Laramie County Wyoming.
29.474 miles of reconditioning and regraveling of aggregate surface roads within 10 segments in Logan County Colorado.
56.263 miles of reconditioning and regraveling of aggregate surface roads within 26 segments in Kimball County Nebraska.
.878 miles of reconditioning and regraveling of aggregate surface roads within 1 segment(s) in Laramie/Kimball County Nebraska.
