• Guide the development of the County's mission, vision, and core values to establish organizational priorities and define its strategic direction. • Conduct an environmental scan to assess internal and external factors influencing the County's operations and future planning. • Develop a comprehensive organizational profile to provide a clear understanding of the County’s current structure, resources, and capabilities. • Complete a SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis that will inform strategic decision-making. • Engage internal and external stakeholders through various methods, including focus groups, online surveys, and individual interviews. • Lead a strategic planning workshop with elected officials and senior leadership to identify measurable organizational goals. • Develop an actionable implementation plan to track and report on progress toward organizational objectives and initiatives. • Deliver a comprehensive final report summarizing the strategic planning process and outcomes, including stakeholder engagement findings, SWOT analysis results, and the strategic plan, designed for use by the County Board of Supervisors, staff, and the broader community.
