Specifications include, but are not limited to: Through this solicitation the State expects to procure a system that: Does not disrupt, impede, or limit current 9-1-1 services available to 9-1-1 callers Improves upon all existing 9-1-1 capabilities, functions, components, applications, or services Is designed to industry standards and best practices including the National Emergency Number Association (NENA) NENA-STA-010.3[footnoteRef:2] standard [2: NENA STA-010.3 is currently in final approval and the expectation is that it will be approved before contract award and will be in place before the proposed services begin implementation.] Provides a foundation for all PSAPs to utilize NG9-1-1 services designed to support or interoperate with core NENA-STA-010.3 functionality Is secure and resilient to cyber-attack, penetration, abuse, or misuse Supplies the ability to alarm, report, monitor, manage and support all NG9-1-1 system components on a 24x7x365/366 basis down to the workstation level Supplies functionality to introduce Text TO NG9-1-1 and E9-1-1 and Text FROM NG9-1-1 and E9-1-1 services Supplies and supports the collection, routing, and delivery of 9-1-1 calls and traffic to PSAPs throughout the state that may use either Legacy 9-1-1 systems or have some form of a NG9-1-1 system Is capable of the primary receipt, routing, and delivery of 9-1-1 calls and all traffic to PSAPs from Originating Service Providers (OSP) via an ESInet to any PSAP throughout Wisconsin and across borders to neighboring states (Iowa, Illinois, Michigan, Minnesota) and internationally to Canada Supplies and supports increased fault tolerance, reliability, resiliency, continuity of operations and disaster recovery for the PSAPs of Wisconsin Supplies and supports enterprise wide call accounting and data collection of the 9-1-1 system Utilizes a common NG9-1-1 GIS data set available for all PSAPs when a common NG9-1-1 GIS data set is established Delivers an end-to-end service level that meets a standard of five nines (99.999% success rate).
