Specifications include, but are not limited to: To help identify project priorities, a road and trail stream crossing inventory has been scheduled by the WDNR External Services Division to include all waterway crossings within USFS boundaries as well as priority watershed areas adjacent to USFS lands. A stream crossing inventory project, which includes project specifications and conditions, will be awarded to the lowest qualified bidder. Bids will be made in terms of cost per stream crossing inventory site. Bids must be for the geography listed above; however, the actual total inventory sites may be slightly more or less than 3,000 sites. This project has up to a 5-year completion timeline. The objective of the first year of the contract is to pilot the inventory means and methods. At the completion of the first year, WDNR and the Contractor will agree to up to a 4-year workplan to complete the road stream inventory project. Each inventory site will involve collecting data to record key road and stream metrics. Road metrics include but are not limited to culvert size and condition, roadway dimensions and condition, alignment and erosion. Stream metrics include but are not limited to measuring scour, impounding, and evaluating natural stream geomorphology in a reference reach located outside of the influence of the water crossing. Data collection shall follow the 2020 Great Lakes Road Stream Crossing Inventory methods. As sites are sampled, data needs to be collected using the Survey 123 form that is linked to a WDNR ArcGIS Hub and mapping platform. The WDNR will supply all detailed instructions and standards. Data collection takes about 30 to 40 minutes per site on average depending on complexity and access. Stream crossing site locations will range from high use roads, minimal maintenance roads, ATV trails, and abandoned railroad grades. Some sites will require 4-wheel drive and/or require foot travel to access. Additional data collection that is requested by the WDNR and is not part of the original contract, can be added by mutual agreement between WNDR and the Contractor. An annual “job start up meeting” with the DNR Project Manager is required prior to the start of any work. DNR and USFS will also hold a required annual training session for all field crew members. Crew foreman or contact person must have good communication skills. Direct communications are vital to this contract. If the foreman or contact person is deemed by the DNR to not possess the necessary communication skills, the vendor will be required to replace that person for the compliance with this contract.
