Specifications include, but are not limited to: The Village of Whitefish Bay is seeking proposals from professional landscape architecture firms specializing in the design and development of neighborhood and community public park facilities to provide professional design services for the redevelopment of Consaul Commons. The selected firm will have demonstrated through their responses to the Village of Whitefish Bay that they possess the necessary experience and expertise to provide the Village with the design required for the redevelopment of Consaul Commons in accordance with the requirements outlined in this RFP. The selected firm is expected to work closely with Village staff, consultants, immediate stakeholders, and Village officials to develop designs that fit seamlessly with Silver Spring Drive. While public feedback and design will direct the project’s design(s), preliminary vision and objectives for the space include the following: • Create a visually attractive and walkable Village Center with four season appeal to draw residents and visitors to Silver Spring Drive. • Create a multi-use programmable space for both passive and active family-friendly activities during the day and in the evening. • Create a space that can encourage multi-generational community spirit via special events, branding (e.g. historical plaque, educational signage, or wayfinding signage), and sponsorships (e.g. “purchase a brick program” or similar). • Recognize the community’s history and traditions in the design. • Preserve or improve the iconic clock tower and enhance the electrical availability and lighting of the space. • Create a space with limited everyday maintenance needs that can be easily sustained by Village Staff. • Design a place for which anticipated maintenance costs can fit into the annual operating budget. • Garner reasonable support for the design from public works and economic development staff. • Include features in the design that appeal directly to local families and encourage a 16/7 retail environment • Strive for a design that makes repair and cleaning easy. • Include local, native plant materials in all natural features. • Contain visible infrastructure, such as stormwater features, that represent best management practices and educate the public. • Consider including an educational wall, tailored toward young adults, that displays sustainability issues. • Include features that serve as play equipment for infant, toddlers, and older children. • Accommodate food and beverage service options (seasonal or mobile).
