Specifications include, but are not limited to: The rain barrel and diverter kit system must be easy to install, remove, operate, and maintain. The rain barrel and diverter system must allow disconnection of the rain barrel for winter storage and come with a winter cap to seal the downspout during winter. The rain barrel and diverter system must be suitable for the limited space between residences within older parts of the Milwaukee area. The District requires diverters that can be installed without cutting completely through the downspout, for safety reasons, ease of installation, and because many downspouts have a rigid permanent connection to an underground pipe. The rain barrel must not have a preinstalled/prefabricated outlet that requires an overflow hose to be attached because many local yards cannot accommodate additional rainwater. The rain barrel and diverter system must allow water to drain to the downspout outlet that existed before rain barrel installation; both once the rain barrel is full or has been removed for winter storage.
