Specifications include, but are not limited to: 3.1 Location Clinical face to face interviews will be conducted at the WI State Office Building, 3550 Mormon Coulee Road, La Crosse, WI 54601. Written assessments will be conducted in La Crosse, WI at a location to be determined. Employee Identification All Contractors’ employees, while working on WisDOT property, must wear a clearly displayed photo identification badge (provided by the Contractor at the Contractor’s expense) showing they are employees of the Contractor. Badges must be available, but will not be required to be worn when protective clothing and respiratory protection is required. 3.2 Contract Administrator Name to be included in the award letter. State Patrol Academy Executive Officer Telephone number is 608-366-3302 State Patrol Academy Commander Telephone number is (608) 366-3301 3.3 Schedule The State Patrol Academy (Academy) will notify the Contractor, at minimum, 60 days in advance of required services so that the schedule can be determined. Services must be completed as scheduled. Contractor is required to notify the Academy, 608-366-3307, within 2 working days of receipt of order if unable to perform services as scheduled. 3.4 Screening Procedure for State Patrol Trooper/Inspector Cadet Applicants or Law Enforcement Applicant Psychological Evaluation Services The vendor may assess each applicant using at least one written assessment instrument (may include computer, audio, video, or online instruments). Validity: Written assessment instruments should have validation evidence for use with public safety applicants. Written assessment instruments (tests) should have a substantial research base for interpretation with normal range populations in general and public safety applicants in particular. Validation evidence should be consistent with Principles for the Validation and Use of Personnel Selection Procedures. Bidding vendor must include with their bid a list of all written assessment instruments the vendor plans to use as part of their evaluation service and provide validation evidence that is consistent with the above requirement, for each assessment instrument on the list they submit. Vendors must also include on the list a description of what the instrument is meant to assess (i.e.: ethics, drug & alcohol use, medical/non-medical, etc.). The State of Wisconsin reserves the rights to consult with independent specialists in psychology or psychiatry to verify the assessments to be used are appropriate for determining whether or not an applicant is suitable for a position as a certified law enforcement officer, the assessments are of the highest quality, and they do not adversely impact any applicant. The vendor shall conduct a clinical face to face interview to assess potential conditions that might adversely affect duty performance and for the absence of critical emotional and mental resources necessary to perform the essential duties of a law enforcement officer. The Contract Administrator or their designee shall provide a position description for each candidate prior to the evaluation. The vendor shall evaluate each applicant using the information obtained from the following and no more without direction from the state agency: Clinical psychological interview Results of the written assessment instrument used by the vendor. Information provided to the vendor from the State Agency (Ex: background investigation summary and position description). Based on all information available from section 3, the vendor shall provide a signed written report for each applicant to the hiring agency or unit of government, assessing the suitability of the applicant to be a certified law enforcement officer for the State of Wisconsin. If there is a candidate of concern, a vendor must call the Contract Manager or their designee to discuss their evaluation findings.
