Specifications include, but are not limited to: Engineering/Design Services - Moorland Road (CTH O), West Beloit Road to West National Avenue. This segment of CTH O is a vital commuter link to the I-94 corridor as well as the local businesses and municipalities. The existing concrete pavement along this portion of Moorland Road has deteriorated to a point where it now has a pavement condition index (PCI) of 50 and regarded as fair condition. The transverse and longitudinal jointsincreasingly show signs of significant deterioration and the roadway is in need of pavement replacement. The roadway was first constructed in 1978 and was rehabilitated in 2006, but that rehabilitation is at the end of its useful life, and the concrete pavement needs replacement. As part of the design, the pavement replacement a swell as lane geometrics shall be evaluated to accommodate current and future traffic requirements. This project requires the development of preliminary and final plans, documents and reports for the pavement replacement for Moorland Road from West Beloit Road to West National Avenue, including all reports and work necessary to complete the P.S.& E. documents for the construction of this Moorland Road segment.
