Specifications include, but are not limited to: The City of Madison Planning Davison in undertaking two simultaneous Planning processes; one for the Greater East Towne Area and one for the Odana Area. Please review the attached maps and background information attached to this RFP. These efforts are aligned with the City of Madison’s Comprehensive Plan and Bus Rapid Transit project (BRT.) The City sees tremendous potential for change in these areas, and these plans will set up a framework for new growth and redevelopment opportunities. The Planning Division is undertaking both traditional and non-traditional public engagement efforts with pop-up meetings, social media offerings, and hiring Social Practice Artists to engage underrepresented groups. This RFP seeks an economic development and business engagement specialist(s) that have expertise to lay a framework for general economic development trends as well as engage property and business owners in the planning areas in ways that traditional outreach does not. 1. Consultant will meet with City Planning staff at least 4 times throughout planning process to check progress, and coordinate engagement activities. 2. Consultant will create a market “snapshot” of general market trends for malls, power centers and office parks that are looking to re-position in a changing economy, including adding residential and other mixed-use components. 3. Consultant will host, market and facilitate several business roundtables/focus groups to be determined. (See potential roundtable/focus group list in the next section.) Consultant/facilitator will be asked to help encourage attendance and invite/make contact with large property owners help encourage attendance. i. At least one roundtable for each planning area should be open to the public and allow anyone to come. Other roundtables that are by invitation only may be considered depending upon strength of proposal. 4. Consultant will use their knowledge of market trends and analysis to help design and facilitate roundtable discussions and questions that will help to get information from attendees that will help inform the development of the Area Plans.
