Specifications include, but are not limited to: The consultant will perform all duties necessary to develop a strategic plan to connect the attached list of City of Madison CDA Housing locations to High Speed broadband service with Wi-Fi capabilities. Work to develop the plan should include: • Conducting market research to assess current and future needs • Assessing the CDA Housing’s current infrastructure to support high speed internet and wireless • Assessing opportunities for potential partners and service providers • Assessing current broadband services available to CDA residents • Evaluating current fiber network • Evaluating feasibility of connecting CDA Housing sites to existing fiber network • Looking at alternative solutions to fiber • Determining satisfaction with current service and willingness to pay for alternative service • Reviewing other municipalities providing broadband service to their public housing residents • Analyzing business models and recommending strategies • Evaluating financing and funding availability • Evaluating benefits and risk • Assessing the need for and feasibility of broadband services with the CDA properties The Consultant shall collect data from the following groups at a minimum • City Information Technology Staff • CDA Housing Residents • CDA Housing Staff • City of Madison Traffic Engineering • Executive Management: Mayor and Common Council • City of Madison commercial partners – WiscNet, WIN and SurpraNet • Non-profit partner who provides digital literacy workshops, DaneNet
