Specifications include, but are not limited to: The printer (or their staff) must have printed ballots for a minimum of two Wisconsin counties using Election Systems & Software (DS200 tabulators) voting equipment during the last election cycle (2018 – 2019). Must be able to hand deliver ballots by an employee of the printer, or use a commercial carrier with tracking and insurance. In the event a commercial carrier is used, delivery time must be adjusted to allow for delivery a minimum of three business days before the required dates to allow for any miss‐routing of the shipment. Must be able to deliver additional ballots in the event a municipality runs out on each Election Day within a two (2) hour notice. The delivery could be as late as 8:00 p.m. CT. In the event there is an error or mistake, made by the vendor, they must correct the issue (at their expense) within one business day of discovery, if discovered 72 hours or more before the polls open on election day. In the event the error is discovered within 72 hours of the polls opening, the vendor must correct the issue (at their expense) as soon as possible and not impact the election process. Must print ballots in accordance to the samples that are provided by the Wisconsin Elections Commission (WEC), styles may change during the election cycle. Must print ballots in accordance with the voting equipment manufacturer’s requirements (i.e. timing marks to read the connected arrows, width, weight, etc). Must print certain ballots with color bar coding. Certain municipalities have polling locations with more than one precinct voting at the polling locations. Color bars assists with eliminating confusion at those polling location. Must print ballots (electronic or optical scan) per election offices/referendum. The County Clerk will be programming election equipment and will produce Adobe PDFs for ballot set‐up. The Outagamie County Clerk’s office will provide information for all ballots regarding set‐up. Any additional set‐up charges should be specified.
