Specifications include, but are not limited to: The Sponsor, with assistance from WisDOT, will negotiate with the selected Consultant to enter into a ThreeParty Design Engineering Services contract to provide all necessary project work. The services provided by the Consultant shall include, but not be limited to, the following: Phase I – Preliminary Design Development 1. Meet with the Sponsor’s Project Management Team as required to confirm the preliminary program information and revise, if necessary, prior to starting work. 2. Complete and submit the Initial Site Reconnaissance Checklist for hazardous materials for the entire project corridor, and, if necessary, a Phase 1 Hazardous Materials Assessment. 3. Develop a preliminary timeline and schedule for the anticipated stages of design and review based upon the Transportation Alternatives Program (TAP) funding timeframe. 4. Develop a Preliminary Design that includes the following: a. Review existing conditions and develop recommendations for design development. Provide a summary of site conditions and opportunities and constraints for design development. b. Right-of-Way (ROW) mapping. All ROWs must be researched. Reliance on the available digital mapping alone will not be accepted for final design. c. Obtain topographical survey data for the entire project area. d. Develop Preliminary Design concept drawings for the approximately three and a half (3-1/2) mile trail, and identify potential impacts to adjacent properties and drainage systems. Drawings must comply with all applicable state and federal standards for bicycle and pedestrian facilities. Drawings will include site development plans at 1” = 50’ minimum scale, scoping details and typical cross sections, and quantity estimates. 1) Design a trailhead site on North Avenue, south of Watertown Road in the City of Pewaukee. The trailhead is proposed to consist of a hard-surface parking lot with capacity for up to 10 vehicles. 2) Design a connection to a proposed trailhead site to be located near the intersection of River Road and Brookfield Road in the City of Brookfield. 3) Conduct bridge inspections and prepare preliminary design plans for the rehabilitation of three (3) existing railroad trestles into pedestrian bridges over the Fox River. e. Meet with the Sponsor’s Project Management Team as required during the preliminary design development. f. Identify all required local, state, and federal permits that will need to be filed for the final design and participate with the Sponsor in submitting and receiving all preliminary approvals from all regulatory agencies and governmental jurisdictions requiring approval. The Sponsor will pay for required permit submittal fees. g. Ensure Preliminary Design consistency with all applicable state and federal standards for bicycle and pedestrian facilities. h. Coordinate with all overhead and underground utilities. i. Prepare an itemized estimated cost of construction by division of work based on the preliminary design concept. j. Prepare an estimated timetable for construction of the project.
