Specifications include, but are not limited to: Substance use disorder (SUD) treatment and recovery services for individuals eligible for Temporary Assistance to Needy Families (TANF) and who have a family income of not more than 200 percent of the federal poverty line (FPL). The SUD treatment program goals are as follows: • To achieve improved participant(s) and program outcomes by meeting the special multidimensional needs of TANF-eligible individuals with substance use disorders and their families who experience problems resulting from SUDs by providing treatment, outreach, intervention, care coordination, multi-system collaboration, and recovery support services that are trauma informed, gender, and culturally responsive. • To target services to TANF-eligible individuals with SUDs and their families who are involved in multiple systems to provide coordinated services from those formal support systems using a care coordination wraparound approach in a ROSC. • To facilitate and use an evidence-based, family-centered model that includes recovery support services with other system representatives. • To develop a system that reinforces and can measure the empowerment of participants and their involvement in the planning, design, implementation, and evaluation of the program, as well as their care plan.
