Specifications include, but are not limited to: Scope of the Project 1.2.1 Project Description The scope of this overtime audit should include an updated analysis of staffing in the Sheriffs Office, specifically as it relates to overtime policies and practices, and a comparison to overtime paid in agencies of similar size and function. The goal of the audit should be to identify effective strategies for minimizing or eliminating overtime in various areas of the agency. 1.2.2 Objectives The objective of contracting for these services is to provide data, program, and policy analysis, and other critical information to assist the County Board in identifying effective strategies for reducing the use of overtime in the Sheriffs Office in order to meet public safety goals and operate within fiscal constraints. 1.2.3 Needs The County Board is interested in contracting for a targeted audit of the use of overtime in the Dane County Sheriffs Office. The selected firm or individual will be expected to develop a plan for effectively carrying out the audit. The successful proposer will be expected to carry out the audit, and to provide interim and final reports that identify and document current drivers of overtime usage, barriers to reducing overtime usage, and to make recommendations for reducing or eliminating usage of overtime. RFP NO. 112031 5 1.2.4 Current Operations The last targeted Study of Sheriffs Office Overtime for Dane County was conducted in 1997. The purpose of the study was to evaluate management of staffing patterns, make comparisons to overtime paid in other communities of similar size, and make recommendations for approaches to minimize the need for overtime. One result of this study was the practice of pre-hires to minimize the need for overtime. A more recent general staffing analysis of the Dane County Sheriffs Office was completed in July 2010. However, the specific issue of overtime was not addressed in adequate detail. In its December 2011 final report, the ILPP suggested a new review of overtime in the Sheriffs Office. ILPP recommended a targeted study to identify approaches to minimize or eliminate the need for overtime rather than a comprehensive staffing study.
