Specifications include, but are not limited to: to provide, operate, support and maintain a statewide centralized State Disbursement Unit (SDU) to process child support collections and to provide limited related customer service, and to provide a debit card program for disbursements. Among the functions to be addressed in responding to the RFP are: Remittance options; Collection receipting; Disbursement; Payment adjustments; Daily and monthly reconciliations; Employer, county agency, and participant customer service; and Debit card services. For the purpose of this RFP, child support collections are defined as money paid for child support or family support, maintenance (referred to in some states as “alimony” or “spousal support”), child support related fees, and any other child support-related financial obligations ordered by a Wisconsin circuit court or administrative tribunal, including tribal courts, courts or administrative tribunals of other states, or other nations with the authority to handle child support matters.
