Specifications include, but are not limited to: The purpose of this Request for Bids (“RFB”) is to select a Security Integrator to furnish and install all security systems for the State of Wisconsin Investment Board’s (“SWIB”) approximately 90,000 square foot commercial offices at the Madison Yards development in Madison.[footnoteRef:2] Overall construction of the core and shell is in the process of being completed by the Madison Yards developer. [2: This RFB is being issued pursuant to SWIB’s authority under Chapter 25, as well as reliance on communications with the Department of Administration related specifically to SWIB’s authority with respect to its leased and owned property.]; 6.1. The Project consists of new security systems for the SWIB Madison, WI office. The purpose of the systems is to secure and monitor perimeter entries and other sensitive spaces. Security systems include access control and alarm monitoring, IP-based cameras and video management, video intercom communications, gunshot detection, and an emergency button system.; 6.2. The Contractor shall carry out work required and comply with all procedures, safety programs and management guidelines imposed by the Owner. The Contractor shall be required to attend all coordination and progress meetings when requested by the Owner or Consultant. The Contractor shall comply with all site policies, procedures, and requirements including, safety and health requirements to perform the scope of work for this Project.; 6.3. It is the Owner’s desire to have a single firm responsible for the security systems integration work. The Contractor may subcontract portions of his responsibilities, but approval of the second-tier subcontractor to the Contractor shall be required from the Owner. The second-tier subcontractor, if any, shall meet qualification requirements identical to those required to the first-tier Contractor. Further, the second-tier subcontractor, if any, shall be transparent to the Owner with respect to coordination, submittals, and all other Project-related communications. The intent of this requirement is that the Owner has a fully qualified, single-point-of-contact with respect to the Work specified. At the Owner’s option, preference may be given to a single firm that can provide all work specified herein.; 6.4. The Contractor shall deliver complete and operational systems to the Owner on a turnkey basis, complete with interface to not-in-contract (NIC) work by other contractors or the Owner. All engineering, labor, materials, delivery, storage of materials, permits, etc., that are necessary to satisfy the contract documents, shall be provided by the Contractor. Installation shall be complete from the designated point of electrical power service connection to the final connection of apparatus or pieces of equipment unless modified by the drawings or specifications.; 6.5. The Contractor shall provide a Software House C•CURE 9000 access control system that is integrated with an exacqVision video management system. The Contractor shall coordinate all requirements with the Owner to ensure that all alarm points, databases, client information, etc. performs to manufacturer requirements for a complete and functional system.; 6.6. The Contractor shall provide and install new security access control panels and power supply(s) where designated on the drawings. The new access control panels shall be connected to the Owner’s network for communication. The Contractor shall coordinate with the Owner on all programming requirements.; 6.7. The Contractor shall provide and install new card readers with supporting access control devices (door position switch, connection to electrified lock power supply) at all door locations as noted on the drawings. Integral request-to-exit (REX) switches within the door hardware and REX passive infrared (PIR) motion sensors shall be provided by the door hardware contractor, where noted. The Contractor shall coordinate final mounting locations with the Architect/Owner prior to installation.; 6.8. The Contractor shall provide an exacqVision video management platform to display, record, and archive all Project camera images.; 6.9. The Contractor shall provide and install IP-based HD video surveillance cameras at locations noted on the drawings. The Contractor shall coordinate final mounting locations with the Architect/Owner prior to installation.; 6.10. The Contractor shall provide and install IP-based video intercom door stations at the locations noted on the drawings. The Contractor shall coordinate final mounting locations with the Architect/Owner prior to installation.
