Through this RFB the State intends to award multiple Contracts for Enterprise Voice Services deployed throughout the State that are used by Authorized Users. The primary objectives of these efforts include the following: 1. Meet the distinct needs of a disparate customer base. 2. Provide cost-effective yet secure and reliable Statewide Enterprise Voice Services. 3. Assist Authorized Users in migration off legacy voice service contracts reaching expiration and drive the ongoing adoption of modern and secure voice technologies. 4. Ensure minimal interruption to current business operations. 5. Maintain existing State Direct Inward Dialing (DID) and Toll-Free numbers. 6. Provide a reliable and efficient number porting process with documented workflows and appropriate oversight of processes from initial request to testing and acceptance. 7. Provide services aligned with industry and government recommendations, standards, and rules or regulations including but not limited to those issued by the following: a. National Institute of Standards and Technology (NIST) b. Cybersecurity & Infrastructure Security Agency (CISA) c. Internet Engineering Task Force (IETF) d. Telecommunication Industry Association (TIA) e. Institute of Electrical and Electronics Engineers (IEEE) f. Federal Communications Commission (FCC) 8. Comply with all FCC rules and regulations (e.g., Kari’s Law, Section 506 of RAY BAUM’s Act, etc.) regardless of whether on-premises or off-premises and fixed or non-fixed devices. 9. Enable supply chain management which shortens provisioning times, reduces service delivery delays and maintains the security and logistical standards expected by state or local government customers. 10. Provide secure and reliable communications providing the highest degree of service and call quality available with minimal downtime and acceptable repair or outage response times...
